NOTE: There is an error in the first statement of the cover letter for the revised Action Plan.  The 2009 ADI Update Independent External Review was presented to FRSWC in November 2009 not March 2020 as stated in the cover letter.

We also question if the document should be called an action plan as it only outlines plans to consider the recommendations rather than actually acting upon them.
