History

In September 1996, the New Brunswick Department of Environment approved the construction of Crane Mountain Landfill. Included in the approval was a requirement that the Fundy Regional Service Commission (FRSC, known at the time as the Fundy Region Solid Waste Commission) establish a Community Environmental Monitoring Committee.

CMEI, then known as the Fundy Future Environment and Benefits Council, was created as a council of citizens established by the direction of the Minister of the Environment (New Brunswick).

Mandate

In December 1999, an agreement was signed between the FRSC (FRSWC) and CMEI (FFEBC) that provided CMEI with the following mandate:

  • monitor the Operation of the Crane Mountain landfill;
  • ensure that its members are regularly and fully informed concerning the Operation of the Crane Mountain landfill;
  • receive information and representation from residents of the Host Community concerning any matter relating to the Operation of the Crane Mountain landfill;
  • report to the residents of the Host Community information concerning the Operation of the Crane Mountain landfill;
  • report to the Minister and other authorities having jurisdiction relevant views of residents of the Host Community;
  • advise the FRSC and other authorities having jurisdiction the views and comments of the FRSC, and of residents of the Host Community, concerning the operation of any element of the Commission's solid waste management system where the operation of such element or elements has a direct impact on the Operation of the landfill;
  • comment or make representations to such body or authority, as CMEI may think fit, concerning any matter falling within the mandate of the CMEI;
  • conduct from time to time needs and benefits analyses (further to that conducted in 1998) to assist the Commission in the appropriate allocation of the Host Community Enhancement Fund;
  • based on needs and benefits analyses, make recommendations to the Commission in the allocation of funds intended to satisfy conditions imposed by the Minister for public access or community benefits; and
  • fulfill such other responsibilities as may be conferred by the Minister or by agreement between the Commission and CMEI.

Hosting Community

The entire area covered by the Fundy Regional Service Commission (FRSC) comprises the City of Saint John, the Towns of Grand Bay-Westfield, Hampton, Quispamsis, and Rothesay and the Ward of Fundy - St. Martins and the Town of Hampton, with it's surrounding areas.

The identification of the Hosting Community was established in March 2005 and was singled out from the entire area because residents in that area are more directly affected by the proximity of the landfill. The Hosting Community consists of:

The area including Grand-Bay Westfield as it was defined in 2005 and that portion of the City of Saint John extending from the southern boundary of Grand Bay-Westfield to a line drawn at a right angle to the end of the sewer line located at the South Bay Bridge in South Bay.

In 2005, the northern boundary of Grand Bay-Westfield was at Lingley (the flashing light at the intersection of Highways 102 and 177, by the mouth of the Nerepis River).

The Board of Directors is elected by residents of the Hosting Community at the Annual General Meeting. The current members of the Board are:
