OUR COMMITTEE MANDATE
The Special Projects Committee reviews applications for the Host Community Enhancement Fund and creates funding recommendations for the CMEI council. After the recommendations pass through the council, final approval and funding comes from the Fundy Region Service Commission. Following approval of the projects, this committee monitors the work being done and ensures payments are provided for approved costs.

THE HOST COMMUNITY ENHANCEMENT FUND
The Special Projects Fund supports community initiatives that take place in the host communities with a focus on positive environmental and social impact. Projects are to benefit the host communities and applications for initiatives are reviewed once a year.
Origin of the Fund
In 1996, the Crane Mountain Sanitary Landfill committed to contributing approximately $75,000 to a special projects fund to benefit the landfill’s Host Communities. The fund is a portion of the landfill’s tipping fees and is annually dispersed to community projects. The CMEI manages yearly applications for the fund and makes recommendations to the Fundy Regional Service Commission (FRSC) regarding which projects will be approved for a funding grant within the community. This fund is used to satisfy conditions imposed upon the Commission by the Minister for ‘public access, development of amenities and enjoyment thereof, and other community purposes.’

FUND CRITERIA
Applications will be evaluated based on the following:
- Positive impact on the environment including activities, such as preserving, protecting, improving or educating.
- Positive community impact including cultural, social, health, wellness and quality of life.
- The project’s viability and suitability for the community.
Applicants are encouraged to submit new and innovative projects when possible.
OUT OF SCOPE
- Expenses such as debt retirement, rent, office equipment, salaries, registration fees and user fees are ineligible for funding. The fund does not support ongoing operational costs.
- Special interest groups such as religious and political groups are considered ineligible.
- School initiatives must be environmentally related or intended for use by the community at large.
- Projects that generate income for profit earning entities will not be considered.
- Applicants that carry core values or principles not consistent with the FRSC such as rejecting climate change or diversity are not eligible.
Conditions and Rules
(This is not a complete list, and it is subject to change at any time).
- All projects must be completed by the first of October in the year applied. To ensure the projects are done according to specifications, a designated member of the Special Projects committee will work in conjunction with personnel at the Crane Mountain Landfill, until all projects are completed successfully. Monies from the fund cannot be carried from year to year because government policy does not allow it.
- All invoices, statements, bills, etc. will be inspected, copied, and filed for reference with each year’s projects. Invoices for goods or services not specified on the application for the grant will be rejected.
- Funds are to cover project costs. If a project is under the original budget, the Special Projects Committee will recommend the disbursement of left over funds to projects designated to receive such funds.
- During the construction of each project, a sign will be placed informing the general public that CMEI has accepted and recommended the project for funding by FRSC through the Host Community Enhancement Fund.
