OLD ENVIRONMENTAL IMPACT ASSESSMENT (EIA) DOCUMENTS

NEW BRUNSWICK DEPARTMENT OF ENVIRONMENT EIA PROCESS

EIA documents are produced whenever there are any projects that fall within guideleines set by the New Brunswick Department of Environment and Local Government (NB DELG). For more information on the EIA process refer to the NB DELG website NB DELG EIA

2019 PROJECT FOR ALTERNATE MARINE CLAY SOURCE

An EIA was registered to use an alternate source for marine clay to use for cell liner. The proposal was to extract clay and aggregate stone to provide construction materials for future landfill disposal cells and general maintenance projects at the Crane Mountain Landfill. Read the EIA and Technical Review Committee (TRC) approval.

The FRSC Board of Directors decided not to pursue this project any further and it was cancelled.

2004 PROJECT TO INCREASE THE HEIGHT OF THE LANDFILL

An EIA was registered to increase the height of the landfill. Number 1025 on the DELG website. The proposed project involves the increasing of the height of the existing cells at the Crane Mountain Landfill by 15 metres, from 90 to 105 metres , which would increase the lifespan of the landfill by an anticipated 10-15 years. The TRC raised these questions with the FRSC. The questons were never answered. The EIA was withdrawn by the FRSC.

SELECTION AND DESIGN OF THE LANDFILL

Starting in 1994, an action team was organized to find a location for a Solid Waste site. A short list was produced consisting of Crane Mountain and Paddy Hill and an EIA prepared based on these two sites. There are a number of documents related to the design and planning; they are available in paper copy. A summary of the original EIA is available here

The original EIA is currently only available in hard copy. On request, page can be scanned for specific review. Currently the only section available are pages 4-24 to 4-42

MONITORING DOCUMENTS

CMEI RESPONSE TO ACTION PLAN (2010)

CMEI was asked to respond to the FRSC Action Plan (2010) by prioritizing the recommendations addressed in that document.

FRSC ACTION PLAN (2010)

CMEI received an action plan in August of 2010 from the FRSC in response to the recommendations of the 2009 Update Review. This plan is an operating document for the General Manager of the Landfill to use in planning actions, and the dates are those that the General Manager needs to have approval for the project from the Commission. There is no actual commitment that any given recommendation will be approved or acted upon.

Refer to pages 38 and 39 of the 2009 Update Review, as they are where the specific recommendations are.

FOLLOW-UP REVIEW OF THE CRANE MOUNTAIN LANDFILL BY ADI LTD. (2009)

In 2008, CMEI initiated a second review, which was conducted by ADI enginners. This report was used to assess and respond to the recommendations that were made in 2005, and to look at several other issues the were not previously included. The updated review by ADI Ltd. was presented to the FRSC, Councillors from the City of Saint John and Grand Bay-Westfield, along with the officials from the Department of the Environment on November 17 at the KBM Community Centre. This was presented by the Senior Hydrogeologist John Sims.

INDEPENDENT EXTERNAL REVIEW OF THE CRANE MOUNTAIN LANDFILL BY ADI LTD (NOW EXP). (2005)

CMEI commissioned ADI Ltd. who are an award-winning Atlantic Canada engineering firm. They performed an external review of the landfill.
